This may be true in the US or other developed nations where the ridiculously wealthy who love to live on the backs of the poor tend to build in places bound to be covered by water.
Unforuntately in underdeveloped countries it will be the poor who (as always) suffer the most as seen in the recent Tsunamis.

Most of the ultra-rich people I've met who have water front homes also own several other homes in other areas that would not be affected by rising water levels.
Rest assured that they will be well insulated from any "inconvenience" caused by a global warming crisis.
That's just the way it is.......
